Defence & Irish Neutrality

Barry believes that as the world changes around us, we should start an open and healthy debate on what this means for Ireland’s traditional policy of military neutrality. To this end, Barry published a report entitled Irish Neutrality in a Changing Europe in May 2022, which provided a summary of the current and future challenges and looked at some like-minded countries and their responses to the Russian invasion of Ukraine. Barry welcomed the Consultative Forum on International Security Policy in Ireland in May 2023, providing the space for security experts, elected representatives, stakeholders and the public to share their experiences and opinions. In the Parliament itself, Barry has consistently voted to condemn any military aggression, notably that of Russia, while at the same time ensuring that the EU’s response is not limited solely to a military and defensive one.
